a. As recommended in SR208-93 and attachments, the city manager shall by administrative actions adopt and implement a workforce diversity program consistent with this chapter. Adoption of such workforce diversity program shall not be deemed the making of new law but to be the execution and implementation of this and other applicable ordinances.

b. The workforce diversity program shall implement, administer, maintain and deal with the following subjects:

1. Identification and removal of any artificial barriers to equal employment by the City of Vancouver;

2. Compliance with the letter and spirit of state and federal laws and regulations pertaining to equal employment opportunity and affirmative action, including those prohibiting discrimination on the basis of age, sex, race, creed, religion, color, national origin, marital status, pregnancy, veteran status, or the presence of any physical, mental or sensory disability;

3. Consistent with state and federal law, establish goals and take steps to achieve equitable representation in the city workforce of all legally protected groups at all levels of compensation and responsibility;

4. Recruitment and retention of a qualified workforce at all levels of compensation and responsibility through consistent application of job-related standards;

5. Prohibition of discrimination in city hiring and terms and conditions of employment on the basis of actual or perceived sexual orientation;

6. Training for city employees to achieve the goals of the workforce diversity program, and to promote effective working relations among city employees and with citizens and with customers by sharing respect for diverse cultures and experiences;

7. Community outreach and communication with diverse community groups to actively promote city workforce diversity;

8. Incorporation of workforce diversity program components into city personnel policies and procedures, including but not limited to the position classification plan; the compensation plan; recruitment, selection, certification and appointment procedures; performance appraisal systems; transfer, promotion, reduction, layoff, demotion, suspension, discharge from employment, or reinstatement of employees; separation of employees from employment; personnel forms and records; and any other policies or procedures promulgated pursuant to Chapter 2.45, or as it may be amended;

9. Performance of periodic workforce analyses to seek to achieve the purposes of the workforce diversity program;

10. Incorporation of workforce diversity components into city contract administration and other city functions so as to actively encourage and promote the participation of protected persons and businesses in city contracting;

11. Other standards, policies and procedures consistent with this chapter which the city manager finds necessary and appropriate to carry out its purposes. (Ord. M-3084 §1, 1993: Ord. M-3082 §1, 1993: Ord. M-2725 §1, 1987)
