Except as provided in this chapter, or as provided in rules and regulations promulgated pursuant to VMC 3.05.020, no city employee shall lease, purchase or contract on behalf of the city or make any contract within the purview of this chapter other than through the procurement services and their staff. Any lease, purchase or contract made contrary to the provisions hereof shall not be approved by any city officer and the city shall not be bound thereby, except insofar as may be required or provided by law.
