There is created a fund to be known as "city street fund," and all expenditures for the construction, alteration, repair, improvement and maintenance of the city streets in the city of Vancouver shall be made only from said fund, and the city manager and director of Financial and Management Services are authorized, upon procedure being first had, to issue warrants on such fund from time to time as may be necessary for the purposes for which it is created, in such amounts that the aggregate thereof will not, during any year, exceed the moneys budgeted for or transferred into said fund.
