There is hereby established in the office of the director of Financial and Management Services a fund and bank account to be known as the "neighborhood youth corps fund," into which fund and bank account shall be placed all money and received by grant from the federal government for the effectuation of a neighborhood youth corps program for Vancouver, and from which fund and bank account disbursements may be made only upon the signature of both the Vancouver director of Financial and Management Services and the person who may be appointed to direct the neighborhood youth corps program for the city of Vancouver.
