Each deposit in the "subdivision park fund" created in Section 3.12.170 shall be held in trust for persons purchasing property in the neighborhood of the subdivision approved without parks, and the money shall be used as soon as possible for the development or improvement of city parks or playgrounds in the neighborhood and for no other purpose.
