Whenever any annual or other installment upon any local improvement assessment under the bonding plan shall become due and shall remain unpaid for four days thereafter, the same shall be deemed delinquent and shall have added thereto a penalty of five percent, and shall in addition thereto draw interest at the same rate as is provided by the ordinance for the bonds or warrants issued in payment or part payment of such local improvement.
