Every person who violates or fails to comply with any provision of this chapter, or who aids or abets any such violation or failure to comply, shall be deemed guilty of a misdemeanor, and, unless otherwise provided herein, upon conviction thereof shall be punished by a fine of not more than one hundred dollars, or by imprisonment for not more than thirty days, or by both such fine and imprisonment.
