Every keeper of a junk shop, every junk dealer and every operator of a junk wagon shall before ten a.m. of each day, prepare and deliver to the chief of police of the city of Vancouver, a list of all property or articles purchased by him or them during the previous day, showing the article purchased, the exact time of purchase, from whom purchased and the name and address of the seller, and if goods are purchased from a minor or minors the names and addresses of the parents or legal guardian of said minor, and it shall be unlawful to sell, remove or dispose of in any manner any of the said property, goods or articles within twenty-four hours after the chief of police is so notified.
