All taxes paid or to be paid under Chapters 5.61, 5.59 and 5.60 of this code, after December 31, 1982, except those amounts thereof needed for enforcement of gambling laws and for audits and tax collection expenses shall be paid into the capital improvement fund in a separate account established therein and designated the "South Main Improvement Account." It is council’s present intent that moneys in such account shall be used for improvements in the area south of 8th Street between Washington and Broadway as council shall hereafter direct after its receipt of the South Main Report heretofore authorized and funded by Ordinance M-2337, all as contemplated by the 1983 budget adopted by Ordinance M-2268. Any necessary SEPA compliance shall be had prior to making of such improvements and prior to December 31, 1984. (Ord. M-2366 §3, 1983)
