The city council of the city of Vancouver finds and declares that the raising of funds for the promotion of bona fide charitable or nonprofit organizations, as defined in Ch. 218, Laws of Wash., 1st Ex. Sess., 1973, is in the public interest. Bingo games, raffles and amusement games conducted or utilized by bona fide charitable or nonprofit organizations, when licensed by the State Gambling Commission and conducted, utilized and operated pursuant to Ch. 218, Laws of Wash., 1st Ex. Sess., 1973, as amended by Ch. 41, Laws of Wash., 2nd Ex. Sess., 1973, and any rules and regulations adopted pursuant thereto, and pursuant to this chapter, therefore will not be prohibited within the city of Vancouver but instead will be taxed as provided herein.
