Any person applying for a license to operate a sound truck for commercial advertising purposes shall file with the city clerk an application in writing accompanied by a fee of two dollars fifty cents, giving in such application the information required in the registration statement required to be filed for the noncommercial use of sound trucks by Sections 5.70.020 through 5.70.050. The city clerk shall then transmit the application to the city manager, who shall cause the applicant to be investigated as to fitness for a permit. Upon completion of the investigation, the city manager shall forward the application together with his recommendations to the city council. The city council, after hearing such evidence on the matter as they deem necessary shall either grant or deny the license. (Ord. M-651 §4, 1963)
