The administration and enforcement of this chapter shall be the responsibility of the director of public works and the officers or employees to which he or she shall delegate such responsibility. The director or his or her designate may make inspections to enforce this chapter and may notify the property owner, customer, solid waste collector that he or she is in violation of this chapter.
