The animal control agent designated by the city council is authorized to take such lawful actions as may be required to enforce the provisions of this chapter and other city ordinances relating to animal welfare, cruelty prevention and animal control, including but not limited to the issuance of notice of civil violation, order to abate or in the giving of a warning citation for violation of any of such ordinances. An employee of the designated enforcement agent, while pursuing any animal observed by such officer to be in violation of any such ordinance or being treated cruelly in violation of any such ordinance, may enter upon public or private property, for purposes of enforcing the code provision violated; provided, that entry into a building designated for and used for private purposes may be accomplished only with the consent of the owner or occupant of said premises or upon the issuance of a proper search or arrest warrant by a court of competent jurisdiction upon a showing by the designated animal control agent that there is reasonable cause to believe that an animal is being maintained or treated in the building in violation of this title.
