The fee for obtaining a carpool permit shall be thirty dollars for each two months, payable bimonthly in advance, or as established by rule. Renewals shall be obtained by the fifteenth of the second month of each bimonthly period on forms approved and supplied by the city for such purpose and in accordance with rules established pursuant to this chapter.
