The increased use of the waters of the Columbia River by fishermen, swimmers, underwater divers, water-skiers, watercraft operators, and other persons has created dangers to life and property. Federal and state laws and regulations fail to control all unsafe practices related to water recreation in this body of water. It is therefore necessary for the protection and preservation of the general safety and general welfare that these regulations be adopted to supplement existing state and federal boating laws and regulations.
