Anyone desiring to conduct any business in any city park or on any city plaza shall apply to the department of Vancouver/Clark Parks and Recreation for a permit so to do, on an application form to be prepared by such department consistent with this chapter and with the Guidelines for Commercial Use of City Parks and Plaza (SR 194-84).
