There is established a parking zone, hereby designated "Parking Buffer Zone 3A," bounded by Columbia Street, 15th Street, Harney Street and 18th Street and on both sides of 15th Street between Harney and Kauffman Streets, on the north side of McLoughlin between Harney and Columbia, on streets in the area bounded by the south side of McLoughlin, "C" Street, the north side of 16th Street and the east side of "E" Street, and on the north side of East 15th Street from "E" Street to Reserve Street, and also on both sides of East 16th and 17th Streets between "E" and "F" Streets as indicated on the map attached to the ordinance codified herein, hereinafter established as Parking Buffer Zone 3A. Signs shall be installed to clearly indicate the maximum authorized time stay allowed in Zone 3A as indicated below, subject to the special provisions for residents made in this section. Such Buffer Zone 3A is a part of the Hough neighborhood and the single family residential area north of 15th Street and west of the I-5 freeway and the following special regulations shall apply in such zone:

The City Manager, or his/her designee, with advice from the Parking Advisory Committee, is hereby authorized to administratively determine the appropriate time stays in Zone 3A not to exceed a maximum of five (5) hours. In order to determine the appropriate type of parking and time stays the City Manager, or his/her designee, shall consider any of the following criteria:

A. The nature and character of the land use in the area including any recent changes;

B. The market conditions in the Portland-Vancouver area including any recent changes;

C. Discussions with property owners on the affected block face;

D. Occupancy rates in the area including any recent changes; and/or

E. Any other relevant factors.

Except that any person who establishes that he or she resides in Zone 3A may apply to the department of finance for and be issued for no fee a permit for each vehicle registered in his or her name, and he or she may thereafter park any such vehicle at any legal parking space therein while such permit is displayed in or on such vehicle so as to be readily observable by traffic control officers. In addition, any such person may so apply for a temporary visitor's permit for any persons visiting his or her home, which temporary permit shall be valid for the period of time for which issued.
