Anyone who established that they resided in Zones 1, 1A, 2 or 3 and had no garage or driveway and were issued a long-term permit for no charge for each vehicle registered in their name prior to December 1, 2022, can continue to park such vehicle while such current permit is properly displayed at any legal public parking space in Zone 3 which is marked for parking by permit only. Long-term permits that have been issued under this section are nontransferable, and no new long-term permits will be issued after the effective date of the ordinance codified in this section. (Ord.
