The following community development functions are established as responsibilities of the Department of Community and Economic Development:

1. To study, research and recommend programs for community development, and in such connection to contact state and federal officials for assistance in such programs and to analyze and coordinate all potential state, private or federal grants or assistance;

2. To apply for and administer funds from federal and state agencies of government and/or from private groups or organizations in order to effectuate programs of community development;

3. To design and execute projects for community or neighborhood development as the city may undertake;

4. To stimulate interest in community development throughout the city and in such connection to contact citizens and citizen groups and to bring as many as possible into programs of community development;

5. To recommend actions by the city staff and City Council which will aid in community development;

6. To administer the city's workable program for community development;

7. To research and recommend programs for financing of programs of community development and programs to enable individuals affected by programs of community development to upgrade their housing, and to develop a program for housing for persons displaced by code enforcement or other programs of community development;

8. To carry out such urban renewal projects as may be authorized by the City Council. (Ord. M-2915 §4, 1990: Ord. M-2137 §6, 1980)
