The director of human resources shall develop and establish training and education programs for city employees, shall promulgate personnel rules consistent with the City Charter and laws and ordinances, which rules shall be subject to written approval of the city manager, shall periodically review the operation and effect of city ordinances relating to personnel or human resources, and report thereon to the city manager, shall be responsible for administration of ordinances relating to affirmative action in city employment, shall be responsible for and report to the city manager on conduct of collective bargaining with employee organizations, and shall perform such other lawful actions and functions as he/she finds necessary or desirable in connection with personnel administration, or as shall be directed by the city manager.
