When authorized by the city manager, any ordinary and necessary expenses incurred for travel and subsistence expenses and found necessary to consider, interview and select candidates for city employment may be reimbursed by the city. When authorized by the city manager and when funds are properly budgeted therefore, new employees who have moved to the area may be reimbursed for their actual, reasonable and necessary costs of moving household goods and personal effects.
