It shall be the duty of the commission to begin and conduct all civil suits which may be necessary for the proper enforcement of this chapter and of the rules of the commission. The commission shall be represented in such suits by the city attorney, or in any case of conflict, by special legal counsel to the commission.

The commission may retain an attorney to represent or advise it in any hearing or matter in which it finds there would be a conflict of interest for the city attorney's office to so represent or advise; reasonable attorney fees shall be paid upon approval by the director of personnel.
