RCW Chapter 35.13 sets forth a procedure whereby the residents adjacent to cities may petition to have their property annexed to such cities, after which a hearing must be held pursuant to notice duly posted and published. The chapter further provides that the expense of publication and posting shall be borne by the signers of the petition. (Ord. C-399 §1, 1951)
