Whenever an annexation is proposed via the petition method and a public hearing is advertised to be held under RCW 35.13.140 the petitioner or petitioners must pay the cost of such advertising, and such payment must have been received before the annexation hearing is held; provided, petitioners shall not be liable to pay more than fifty dollars under this chapter.
