There is established a cumulative reserve fund for the purposes hereinafter stated, which is designated as "cumulative reserve fund for water department improvements." Such fund shall be supplied with funds from the surplus revenue received by the water department, by cash transfers from time to time from the water fund, on order of the council of the city, upon recommendation of the water superintendent, and such transfers shall be limited in amount so as not to reduce the current operating funds, below an amount that would ordinarily be required for labor and for the general purchase of supplies, material and equipment for the current program for maintenance, construction, alteration or repair of any of its physical properties, including the making of connections and extensions.
