The fund created shall be used according to law from time to time for labor and for the purchase of supplies, material, or equipment necessary to the construction, reconstruction and expansion of the physical plant and facilities of the water department, including land, wells, pumps, meters and mains, or for the making of other improvements necessary in properly expanding and improving the water utility operated and owned by the city of Vancouver.
