There is hereby established a fund hereafter to be known as the "cumulative reserve fund for city library" to be used for the purposes hereinafter stated. The moneys in said fund may be allowed to accumulate from year to year until the legislative authority of the city of Vancouver shall determine to expend the moneys therein, for such purposes. (Ord.
