Moneys in the bikeways fund shall be used only for bikeways, bike paths and bike trails and pursuant to plans and projects approved by motion of the city council; council approval of those plans set forth in Council Memo 121-75 is hereby ratified and confirmed, and such plans shall be carried out by the department of public works with funds here made available.
