Class B billiard parlors located in or within two hundred feet of any area which is or shall be zoned residential shall close not later than two a.m. and shall not open earlier than eight a.m.; provided, the city council may vote to require any Class B licensee to close at an earlier hour if noise or lack of control of customers causes police or neighborhood problems. Notice of proposal of such restriction as to hours shall be given the licensee prior to city council action so that he may appear to argue or present evidence against the restriction. (Ord.
