A. Whenever any person engaged in business as a pawnbroker ceases, terminates or winds up such business, such person shall:

1. Provide notice of such intention by means of posting a conspicuous notice at the place of business and publishing a notice of such intention in a daily newspaper published in the City of Vancouver not less than three times at least one week apart, and

2. Such business shall be continued for a period of not less than ninety (90) days from the date of such publication, during which period no additional loans shall be made.

B. Where such business is sold in its entirety to a pawnbroker duly licensed pursuant to the provisions of this chapter, the provisions of subsection (1) of this section shall not apply.

C. Where such business is terminated due to license revocation pursuant to this chapter, the provisions of subsection (1) of this section shall not apply, provided that the licensee shall:

1. Provide the chief of police with a written list of all outstanding loans for which redemption periods have not expired within five (5) days of the effective date of the revocation;

2. Provide its customers, through one of more persons who have valid licenses under this ordinance, with alternative means to redeem customer property that is subject to outstanding loans; and

3. Provide notice to its customers of such revocation and of the alternative means for redemption by means of posting a conspicuous notice at the place of business, publishing notice in a daily newspaper published in the City of Vancouver not less than three times at least one week apart; and filing a copy of such notice with the city clerk.
