Every person, firm or corporation desiring to engage in any activity mentioned in Section 5.72.010 of this chapter shall make and file with the city clerk an application for a license, on a form furnished by the inspector. Such application shall state the name and address of the applicant, shall list in detail the equipment which the applicant proposes to use in the prosecution of the business, shall state the manner and means by which the applicant proposes to dispose of the sludge taken from the cesspools or septic tanks, and shall be accompanied by a license fee of ten dollars, and for each tank an inspection fee of one dollar and fifty cents. The inspector shall investigate the equipment listed and the manner and means of disposal stated in the application. The object of the investigation shall be to determine whether or not the applicant is prepared to conduct his business in a clean and sanitary manner and in full conformance with proper standards of health and sanitation. Upon report of the inspector, the city council may grant or refuse the license. If the license is refused, the license fee shall be refunded to the applicant; but in no event shall the inspection fee be refunded. (Ord. C-136 §3, 1947)
