Upon application for a kennel, grooming parlor, pet shop, or dog day care license, the designated animal control agent shall inspect the proposed facilities to see whether the facilities will allow for safe and humane treatment for animals. If it is found they do not, the license shall not issue and the applicant shall be advised in writing as to why the license is denied. (Ord. M-3667 § 2004: Ord. M-2397 § 44, 1983; Ord.
