The traffic engineer may establish loading zones along the curb in any street for the purpose of facilitating the loading and unloading of merchandise and persons, preventing double parking and eliminating other hazards and impediments to traffic. In establishing loading zones the traffic engineer shall give consideration to the volume and nature of business within the block, the volume of normal traffic, the volume of normal parking, the width and surface of the street, the relation between the need for parking space for the general public and parking space for the loading and unloading of merchandise, and all other relevant factors. Parking spaces in parking meter zones may be set aside for use as loading zones. The traffic engineer may also establish the hours of use and other special regulations for such loading zones and provide for the posting of notice thereof. In the absence of signs, the general provisions of this title shall govern the use of such loading zones. (Ord. M-3276 §10, 1996: Ord. C-184 §90(A), 1948)
