A. No person subject to the provisions of this chapter shall engage in any violations of Chapter 19.60 RCW, which is incorporated by reference into the Vancouver Criminal Code by VMC 7.02.010. In addition, it is unlawful for:

Any person to engage in or to conduct any pawnbroking transaction or any part of such transaction on:

1. Any day before eight-thirty a.m. or after nine p.m.,

2. Any Sunday,

3. New Year’s Day,

4. Memorial Day,

5. Declaration of Independence Day,

6. Labor Day,

7. Thanksgiving Day,

8. Christmas Day, or on

9. Any other day recognized by the City of Vancouver as an official closing day whether established by ordinance or under labor agreement with police department personnel; provided, however, that such persons may engage in and conduct pawnbroking transactions or parts of such transactions on the day after Thanksgiving Day; and the day after Christmas Day; and provided further, that such persons may carry on the business of retail merchandising at any time on any day of the week unless otherwise prohibited by law;

B. Any person to purchase personal property on the condition of selling it back at a stipulated time and price greater than the purchase price for the purpose of avoiding the requirements or restrictions of this chapter;

C. Any person to knowingly violate any other provisions of this chapter. (Ord. M-3728 §10, 2005; Ord. M-3258 §1 (part), 1996)
